With Arsenal winning the League and FA Cup double in 1970/71 and declining to take part in the Charity Shield, there was something of a gap as far as Charity Shield participants were concerned.  The gap was filled by  1970/71 Second Division champions, Leicester City, and 1970/71 FA Cup beaten finalists Liverpool.
