Clapton Orient applied to join the Football League at the end of the season. There were two election votes at the Football League AGM, the first based on the fact that both Divisions 1 and 2 were to continue with 18 clubs each. Voting -

21 Burslem Port Vale Re-elected to the League
20 Chelsea Elected to the League
18 Hull City+ Not elected to the League
10 Burton United+ Not re-elected to the League
10 Crewe Alexandra Not elected to the League
4 Doncaster Rovers+ Not re-elected to the League
3 Stockport County+ Not elected to the League
1 Clapton Orient+ Not elected to the League

 +  Shortly after that vote it was decided that each division would increase by two clubs. In the First Division this was achieved by reprieving the two relegated clubs. This left four vacancies in the Second Division with the vote being between the two clubs who had previously not been re-elected plus three of the non-league sides who had originally failed in their bid for election. Voting -

36 Hull City Elected to the League
26 Clapton Orient Elected to the League
26 Stockport County Elected to the League
